
ALL proposals for extramural sponsorship of MUOT programs (including non-research
programs) which meet the definition of a sponsored project, as defined in the
MUOT Sponsored Projects
Policy (Policy # 03-001) must be reviewed and approved by MUOT Research &
Grants Administration prior to submission to the potential sponsor.
This definition includes all externally sponsored programs (including non-research programs) for which there is a written application, agreement or contract with the sponsor which binds MUOT to terms and conditions set forth by the sponsor, and for which any one of the following is true (unless an exception is approved in advance by the President or Provost):
1) The agreement obligates the principal investigator/project director to a line of scholarly or scientific activity that follows a plan or workscope set forth in the proposal, protocol, or agreement, provides for systematic evaluation, or seeks to meet stated performance goals
2) There is a requirement for technical or programmatic reports;
3) There is a requirement for financial accountability as evidenced by the submission of financial reports to the sponsor, an audit provision, or for return of unexpended funds;
4) There is a requirement that something of value be provided to the sponsor or that the sponsor is promised any rights to intellectual property discovered/developed during the project
5) There is a requirement for an institutional commitment to maintain confidentiality of information
6) There is a requirement for MUOT to define and/or track personnel effort devoted to the project
7) There is a requirement for MUOT to cost-share any portion of the project cost
8) There is a requirement that a portion of the project be subcontracted to another entity; or
9) There is a requirement for assurance of regulatory compliance (e.g., IRB or IACUC approval of protocols).
Grants or agreements, for clinical trials or other research, involving MUOT faculty can not be entered into between individual faculty or staff members and a sponsoring agency or corporation. These agreements must be made between the Institution and the sponsoring agency or company, with a salaried MUOT faculty member designated as the Principal Investigator. All grants or agreements on which a MUOT faculty member is designated as the Principal Investigator must specify the Medical University of Ohio at Toledo as the grantee, regardless of the performance site. Because of this Institutional obligation, protocols and budgets for ALL applications for grants, agreements or contracts must be reviewed and approved by Research and Grants Administration (RGA) and signed by one of the MUOT officials authorized by the Board of Trustees to commit the Institution to externally sponsored agreements (MUOT Policy #03-009). This review must be completed prior to transmission of any application/request to potential extramural sponsors. This institutional signature is required by MUOT even if it is not a requirement of the sponsor. RGA will obtain this signature for you after review of the proposal, budget, agreement, etc. Normally, the Associate Vice President for Research signs these documents.
